Very interesting place like you I like the water running down the wheel. I don't care for the fence in front of it and I would like to see the wheel blurred from turning. I would use your ND filter and slow my shutter speed down and shoot it with it turning. I would try to get closer and shoot over the fence with a shorter focal length. Bruce
