Face to Face attempted save

You sent me quite a challenge, there is so much trash floating in the water I didn't spend much time trying to remove it. I did manage to improve on what you sent me. I started by making a duplicate layer with the bottom fish then adjusted exposure separately, then I flattened the image. I then experimented a little and made a threshold layer opicity 27%. Next a vibrance layer with vib. +20 and Sat +31 then added a blue photo filter layer 31%. Bruce
